Randy,
Might be easier to just narrow the 16.5. I've changed widths on some boats. Not too hard to do when you look at the plans and think through the affects of the changed bottom panels on the sheer panels and other parts.
Another option might be to start with a CH 18 and alter the cockpit, without messing with the hull dimensions. It's a big boat, but not as wide nor slow as the 16.5. I've been thinking of doing this project myself to make a shorter, lighter, open cockpit tandem for paddling protected waters.
