just to be clear...i use the rigging tape to finish the bungee cord...and for ends of line (rope) i whip the ends.
on the bungee cord, i think you got it..yes it leaves the internal bungee (rubber) exposed...but it leaves a nice clean cut and the rigging tape prevents the outer cloth from moving down or becoming frayed. don below suggests some black nail polish if you don't like the rubber showing with a different colour.
where i use the whipping is the end of the lines that make the grab loops. i am a sailor when not kayaking and have always been fastidious about properly finishing the end of a line. http://www.inquiry.net/outdoor/skills/b-p/knots.htm "How to Whip a Rope" will explain with some good pictures how a line can be properly finished.
