Why not take a good look at the Pax 18? It will give you an idea of how to lower the wetted surface of a plan built boat. To make a boat faster the primary object is to lower the weeeted surface. Secondary is to length to boat. In a hard chine boat narrowing the beam at the water line or gunnel doesn't mean less wetted surface, just less secondary stability. It will be very hard to narrow the bottom of the boat and adjust the angle of the sides to keep a fair flow to the boat. A different plan will probably work much better for you
