I have built a WR18 and I'm happy with it except for the foot room that you mentioned. However the way I would suggest fixing the problem is different. I would suggest re-constructing the shear panel and making it 1" or 1 1/2" thicker. This would also require changing the bulkheads and it would make the kayak a bit longer.

I wish that I'd done this and I wear size 11.
