Peter,
There's a differemce between a thin coat of epoxy and a coat of thinned epoxy. The first needs no thinner, just applied with a squeegee. Be sure you're putting on the right one.
As far as going as you are, if there's enough epoxy to seal the wood, you're OK to go. But be aware that the scratches, dirt, etc. that you'll accumulate during paddling will pretty much require you to sand again (and probably apply even more epoxy) before you get back to the 220 sanding.
