Right on.

Tom, if you are able to mount the rails square and flush with the deck prior to glassing, you're laughing. Assuming you don't mind glassing the rails into one unit with the deck and sides (I did this, and am very happy), the rails solve your tape problem - don't use any. Just let the cloth drape over and down from the rails, carefully wet out the deck and rail sides (not below) and using the bottom of the rails as guides, trim the cloth when green. Bingo.

(So many reasons for rub rails...)
