I'd only varnish them

The rub rails will get rubbed and any epoxy is going to get rubbed off. Varnish is easier to reapply. I'd do 4-5 coats. I added rub strips to the keel of the bow and stern of my Lightning 17 and chewed them up on rocks in no time. Epoxy wouldn't have prevented the damage to the rub strips and I'd only have to reglue them. Varnish is too easy to use and an effective treatment for your needs.
