Yeah, Ditto on Chris's remark about using the squeegee. I've also just used a rag and wiped the epoxy on. The point is, you only want to fill the last few scratches and maybe some weave you exposed. You don't want to create any more runs or high spots that will be hard to hand sand. If you then try to ROS this thin coat, you'll go right through it, so hand sanding is the trick.
