It sounds like there is some type of surface contamination. Sanding will not help if that is the case. You can try wiping the surface with paper towels moistened with denatured alcohol. You can find it in the paint department at Lowes or Home Depot.

You can also try scrubbing the surface with a scotchbrite pad (the green pad that is used to scrub pots and pans) and water, then rinse the water off and wipe dry with paper towels. If it was really humid when you applied the epoxy, you may have a problem with blush. The scrub and rinse will take care of that.
