fill coat

I had sanded my hull 2 weeks ago and have a few low spots that show up as being glossy. Should I keep sanding until they disappear or do a thin fill coat? If I do the fill coat after 2 weeks will the glossy spots I'm filling bond or do I have to rough up all these spots? Peter
