Chemical approach: I've had pretty good luck with "Goo Gone", available at most supermarkets. http://www.magicamerican.com/products_gg.shtml

Mechanical: Try a good sharp scraper. Scrapers, especially the carbide ones (Sandvik makes one, also one from Veritas) are wonderful for shaving down the inevitable bumps, waves and dribblies in the epoxy coat that you want to remove before finishing. I found that shaving off the major lumps of gunk before sanding saved lots of time.
