Epoxy is peeling

Hi,

I'm currently building a 16 and i'm on my 3rd coat of epoxy on the deck. I went to sand before putting on the fourth coat and I noticed that it started to peel... It's now peeling all of this coat off the deck but the coat under it is totally fine...

What's happening? Does anyone know?
