Laszlo is right. Your fillet mix was too thick. A wire brush attachment on a dremel tool makes quick work of sanding them. Your idea of using silica and wood flour is a good one too. I test the mix by spreading it around the inside of the mixing cup. A tiny bit of sag on the cup side is ok since the shape of the fillet is coved and not prone to move anyway. Think warm natural pb not cold Skippy.
