milky spots in epoxy

I�ve just put a second coat of epoxy on my deck glass and there are several sections that have a milky appearance and the pattern of the fiberglass is clearly visible in these regions. I don�t remember having this problem with the early coats on the hull and they didn�t seem to dissipate after I applied the second coat to the deck.
Anyone know what causes this? Is there any way I can remove before I varnish? Or, what could I have done to prevent it before I epoxyed?
