Two quick SKEG qustions

What is the best way to cut the holes for a skeg in the deck and hull: plunge router with a spiral up-cut bit, ROS with low grit, hand saw?

I�m planning to cut the hole for the skeg after I glass the deck. This is advisable, yes?
