Primer is not dry. Wait longer. It should not turn to gum with sanding but make dust. Must be the humidity since primers normally dry fast.

As long as the topic is primer - I have been testing a new primer for use over epoxy. Recomended to me by several boat guys and the designer of my sailboat.

Its the water base Zinser 123 primer. Can recoat in a hour. I am doing a test rudder for my sailboat using the stuff over epoxy (3 day cure only) and top coating with Brightsides. So far I like it a lot. Just put the last coat of Brightsides on so next weekend it should be on the boat. Time will tell.
