Primer

I have finished priming my boat a Ches 17LT and have begun sanding in prep for paint. It seems as though this primer "Interlux" has a very long cure time, because I am finding it more like trying to sand gum rather than a pre finish, off the hull. I have even resolved myself to the idea of scraping some of the thicker areas because as soon as I touch the surface with my sander it is fouling the paper. Right now I have the boat back in my shop with an airconditioner running to help cure the primer as I live in a NC a very hot and humid climate this time of year. This is very discouraging as I had everything looking really good before applying The primer. Any suggestions out there.
