Millcreek 16.5

I've just started the wiring of the bottom plate to the bilge panels and noticed that the bilge panels are going to be about 6" longer than the bottom once it is all wired. The bottom measures 15'9" in length. Is this normal and how will all that extra space be taken up - - or is it possible that I have the wrong bottom for the l6.5?
