Delamination

I applied a layer of S-glass over the existing hull on my canoe. When I drilled out a few of the holes where the rivets go to attach the gunwales (I'm making them bigger to replace the rivets with bolts) the S-Glass delaminates around the hole to a spot about the size of a quarter. Will this run down through the rest of the glass eventually? It will be hidden beneath the gunwale as is but do I need to fix it or ignore it? Should I sand down through the S-glass over the other holes before drilling them out to prevent this?
