Orange peel

I've got my hull upside down(Chesapeake 16), and just finished the fill coats, but it's not at all smooth, having an orange peel effect. I guess I will smooth this out later with some elbow grease and some wet sandpaper but before I start on the deck, is there anything that causes this. Something I can do differently when I get to the deck?
